Still waiting for my ATIP (scans of physical file), was hoping to get it over the email. Apparently, from Call Agent's information, ATIP department did the scans, prepared the package, and sent it to the mail room on April 5th, which means I'm getting that ATIP over the snail mail.

Same answer here, was due on April 18th. Asked them scans of physical file. When I'll get it, will request another one, also scan of the same thing. At least I can annoy them by asking to scan my application all over again.

In some cases, re-applying is just a gamble. CIC does not specify the reason of your delay, and not knowing it, one might end up in the same situation as before. Not to mention already spent money on previous application (fees, translations, etc.) + waisted time.
