It depends only the country that you wants to get PCC. Some countries, CIC will request the PCC check after you submit your EE application. But, you have to write "I am applying from a country that requires an official request letter from CIC to get a police certificate.” in the application...

I called CIC again, and met a good agent. He said that our application was closed but, he could not check that it was sent or not. He also sent time to check for me.

In my opinion, CIC did the great job. They have to double check carefully about the Canada post trike. It will be crazy if our passports are hold in some where of Canada post system for one month :-X please update if your Canada post is active :D
