From your query, I am thinking you got your application for PGWP approved in My CIC but didnt get the hard copy. If this is the case wait for it to arrive in mail. And remember its a permit which gives you a legal status in Canada but if you plan to travel outisde of the country, you need a visa...

Generally they can give you a letter without including your liabilities(in this case credit card). Talk to them, I was successfull in getting the letter from TD without credit card balance (Was long time ago, Not for PR). Not sure about CIBC.
