No, you send them to Canada first so they can work on first stage (about your sponsor). After first stage is done,they will send it directly to Ukraine.

Thats right, you better think about outland application, its way faster. You can stay in Canada while u process outland application, u just need to make sure about your legal status (even visitor visa). You can get OWP after passing stage 1 in inland application and it takes long time.

Think about it. You need to pass stage1 first in inland process,to be able to get OWP. Thats already 11 months, isnt it? And whole outland application takes max 15 months. I would advice you to contact visa office in Ukraine and ask them how long it usually takes to process this kind of...
