Check the status from the courier service you used. Also, you can check with the bank (from where you got the DD) when it gets encashed.

You need to have an authorisation letter to submit/collect passports on someone else's behalf. Simple handwritten letter will do. While collecting, you need Govt ID proof for each member, and authorisation letter again.
