Citizenship tests are important for any country to assess if the person applying meets the basic requirements. Even if it appears useless, it is not in the eyes of the immigration department because they can just ask these questions online without monitoring the candidates but they are not doing...

Both my mother's PGP application (AOR: Oct 2019) and my citizenship application (AOR Feb 2020) are on hold. It is the same for everyone it seems. It feels the whole world is on a pause mode except that we are ageing together.

My guess is that IRCC is doing a wait and watch and meanwhile they may also be readying up the infrastructure for online citizenship tests.
