To apply for Offer Letter you need your proof of last highest qualification. Did you apply for B.Com without 12th marksheet? You can get a projected score for 3rd year based on your score in the first 2 years. But the process will take a while. But it can be done.

It should not be a problem, but a lot will depend on your academics, ielts, work experience, income proofs and financials.

DMC's are usually available within a week in the colleges. For provisional degree you will have to visit the Admn Block Top Floor. There is a section which deals with Degree related matters.
