As a PR outland applicant, you need to be resident in Canada. For short-term trips I read that it's ok to keep it to 2-3 weeks.

Just mailed mine, Nov 2020 applicant. My husband (Canadian citizen) and I are both living and working in Singapore. Does it take longer for such applications? Ie Canadian sponsor is living abroad with PA.

I guess up to you, but we didn’t. Just used paper clips for different forms and supporting documents
