That's ridiculous. Unless if it is lost I don't think Canada post will take that long do deliver something. This could be a case of negligence from the Ottawa office where they closed out the application but never mailed out the certificate.

Good information. I won't have 45 days in India. That said, my travel plans are now in jeopardy.

I am in the same situation and called my respective FRRO directly. They said - Exit permit is required in this situation where I would be exiting India on a Canadian passport acquired in India. Before I could apply for the exit permit I have to have the Indian passport surrendered.

Unfortunately I won't have 20 business days in Dubai on my way back. Edit: Alternatively, while in India couldn't he cancel his Indian passport and use Canadian Passport (if he got one from the consulate) to exit India? I can't think of any reason why this wouldn't work.
