    No his wife can be principal applicant whether she earns or not and children will be dependants. He can apply PR later as principal applicant of another PR application . I don't recommend applying late for PR as it can take 2 years. But it is his choice.

    If you become Canadian Citizen, then you can travel to your home country due to serious reasons on Canadian Passport. I know most of the people who go to their home country on Canadian citizenship and even on PR, they don't get caught.
