Your problem is Quebec. You should be getting updates now, eligibility and pre arrivals are not necessary to come. Final decision is main thing, I saw very few people who didn't get pre arrival or eligibility. Does it say passed of eligibility on your GCMS notes?

There is no exact meaning of progress bar it is an estimate. Progress bar can be 100 percent and you would still be waiting. Estimate is 24 months right now. So if you applied in Feb 2022 or March 2022 you will be getting ECOPR, if you applied April or May you will be getting portal emails.

Did you access your application earlier? You can link it by providing your UCI, Application number and last name.

You can ask to get it urgent. Write on IRCC web form that you have plan to travel this month urgently and they will issue you RTD urgently.

You know how to link application? You can either do it with sign in partner (bank account login) or GCKey login. When you logged in you can link application with your UCI or Application number and Last Name

Technically Final decision comes first. There could be a ghost update. Then portal emails come. Portal emails are for your PR cards

I know. I applied for RTD in July 2023. Received in September 2023. Missing 1 RTD and received 3 days ago it has PR written on it.
