No you can't create profile without a valid language test. Yes, you have to manage your timeline to get the language test and ECA results at the same time.

Best would be to wait for CIC to clarify. For now, I submitted my profile given NO to job offer question though I've been working full-time since DEC2013 assuming they mean an assessed offer. I'll update my profile once more information published.

So tricky! As PNP/LMIA holders are cleared, new entries become eligible to come into place. Though I'm not so concerned with LMIA holders, provinces can change the game. BTW, CEC candidates shouldn't be worried much (Personal opinion), since they usually stand higher than FSW candidates...

For CEC it's not required not sure about FSW stream. If you obtain your degree outside you need to the assessment.

You don't need positive LMIA to apply though you need to meet minimum requirements per category (e.g 1 year full-time Canadian working experience for CEC). The difference is an extra 600 points if you obtain a positive LMIA.
