    I think 'ready to travel' is meant only for those with expired COPRs. Assuming you're not in US, you are supposed to wait for IRCC to provide guidance on next steps, but if you are ready and have everything sorted out (travel plans, quarantine, etc.) I see no harm in letting them know that...
