I can't answer your questions. However, my uncle submitted his OWP in May 2023 and still no answer. I sent a webform and the IRCC said it's still processing. But their main priority is not Spousal OWP, they focus on pgwp work permit, wp extension and changing to wp from visitor.

I think they want hand digitally sign? For us I printed as a PDF format and insert our signatures on it. Not sure what they really want.

Because my husband is a US citizen, he can apply for OWP at port of entry. We were having a date over the weekend to the US, then we applied when we were on the way back. kind of similar with flagpole, just without denying entry to the US (which won’t happen to us lol)
