Hi A friend of mine came across same issue. why don't you contact the Embassy of your country in Canada and ask if there is a way around this problem. If your wife and baby''s passport can be shipped to the embassy's address so that it is not entirely illegal. There has to be a way around it...

Ohhh forgot to mention above mentioned time is applicable if you applied from inside canada but if you applied from outside canada, it will take longer.

It takes minimum of one month before they inform you. I sent mine in february and got confirmation and medical in march. Hang in there
