Wait I'm confused. You think this delay has something to do with quotas? I thought the 500 PhD stream quota was only applied up until December 2014, i.e., that everyone who has received PER, Medical, etc. was already in the clear.

I guess there were two possibilities after the introduction of EE: 1) CIC processes all old applications swiftly to concentrate on EE, or, 2) CIC panics with the insane EE quotas and forgets about us for a few months. Sadly it seems clear that it was the latter :'(
