I don't experience this, but trust me, this tracker is not very reliable! I don't think you should worry too much about it. Several people got their applications approved; on the tracker, it still shows something as "In progress" or "Not started". So, don't worry too much. If anything, it might...

I read from this thread that "In Progress" doesn't always means "Recommend Pass". One person has the "In Progress" indicator, but on their GCSM note, it is noted with "Review Require" or something similar to it.

I don't think Medical is part of Eligibility, it's the R10 stage. Eligibility is about all of your submitted documents.

I'm not sure about this. I have my Background check completed on Jan 31, and my Eligibility has been in progress. Not so sure how long each process takes.

I have the same AOR and Background check date! Now on the tracker, it said Eligibility: In Progress" and a few days ago, it was "Not Started". I think I will call IRCC this week to see if I can get more info on my application!
