    I don't know about 2 and 3 but for the first 1 : the birth certificate is the Citizenship Certificate since the baby is citizen by birth and born in Canada. So you just need the birth certificate to get a passport

    I went in Germany for 1 month while on parental. I put my normal address in canada and I also put the same job but I specified that I was on parental leave. And of course I put My travel date for my physical presence in canada.

    Until she is a permanent resident you won't be allowed to claim any benefit. And when she'll land in Canada you'll be allowed to claim the benefit only for the time after she got her PR status.

    You can add her on your tax report as a non-resident but you won't be allowed to claim any benefit neither as dependant or that you support her. The only benefit would be telling CRA that you are Married.

    If your wife didn't had an interview it's likely that your application has been approved then don't worry, she will receive her ppr soon. If she attended an interview it can goes either side.

    If he is on student visa he will pay international fees but if he waits to be PR he'll pay resident fees plus be eligible to goverment help like student loan.

    When you're a PR in Canada you can go live wherever you want in Canada, even in Quebec. But if you plan to land in Quebec you have to ask for CSQ from the government of Quebec
