i think a big factor here is that when your girlfriend arrives in canada she may have to convince border patrol that she will actually leave, such as starting dates of her college courses, or a letter from an employer or tutor stating that she's just taking a summer break, good luck, maybe...

I was told by my local immigration office "your allowed to work, as long as your not taking a canadians job position", gives you a few options, elance based in another country or selling your own art for example, not declaring it to the tax man is another thing though, do that at your own risk.
