The first officer thinks you should pass, second officer will review if it is indeed passed. Passed means you're most likely approved. Recommend means your eligibility is still being checked. Yes "Recommend pass" AIP is not as good as passed, but both don't mean final approval.

Order your GCMS if your eligibility started. If you passed Eligibility with notes from officers then it's basically guaranteed (as long as you don't have a criminal history or lied in your application)

If VFS are closed in your country, I recommend that you order GCMS so you know what's up
