in reality, BG clears first and then eligibility. But both are marked as complete with date when passport is stamped. Until then they remain in process.

Her medical is expiring if she did in mar2021, she 100% needs to re-do medicals. Sometimes they dont ask, but when passport is sent for stamping they dont stamp or at border they will issue visitor visa of 6 months. Did your mothers eligibility start? Is it like - "We are reviewing"? If so wait.

Its wrong.. i have seen this for many. it seems it depends on visa officer. Were medicals done ? Did they expire? Where was your passport stamped.

yes there are many you got and some did upfront after 1 year passed. IRCC website clearly states medicals are good only for a year. But sad thing these people delay applications and unnecessary work to re-do... They dont bother to consider even if delay was from their part. its better they do...
