Its not for all paper applicants. It depends on visa office. I am Jan2022 paper applicant SK office. test completed in June2022. We are in November, still oath not started. For me at least its slow. But other side some offices are way too fast.
Yes I finished test in June2022 and I don’t think that’s true they waiting for people. Sask had oath on 14Sep but no invite. Again sask has oath on 12Oct many known have received oath invite but they are all Sep and Oct 2021 applicants. I think for sask and Winnipeg they doing oath by clearing...
If SASK i think many are waiting for oath including myself. Seems very slow. Dont know why. Also if you are out of canada, you cannot take oath. You need to notify IRCC.

Sometimes some medical results make them take this decision or could be parents age.
But its very rare for Supervisa they give less, it should until passport validity. My parents received passports back with PG1 and stamped until passport expiry.
