One person in the 2011 inland thread applied online after AIP was granted and got their OWP in 5 days. Not saying all cases are like that, but the online route seems the best.

Can you ask your bank and see if they have records that go back that far?

My sponsor had to fill in his employment information on form IMM5481 "Sponsorship Evaluation" But it does say on that form "Sponsors living in Quebec need not complete this form" - so that might be where the confusion is coming from.

No you only need to send in police checks for other countries. CIC do the RCMP check on you during second stage. I personally sent in a set of fingerprints only because I had a spare set on file and when I called the call centre they said while not needed it wouldn't hurt to send them in
