There is nothing that mentions you have to be in the country to submit the package. Surely your friend can send it. However, you would have to put in your current external address in your application.

A 6 month wait time is a long time. I would call the IRCC again and ask them what you can do to expedite the process since it's already been 6 years. Perhaps they are waiting for extra documents?
