Yes they always mention that they will notify you with another permanent application number. They tell that to every body. They never really send a separate email when that happens. From what i have read, the United Arab Emirates does not accept the RTD at all. I have read this before, not sure if things have changed.

I called the Mexican embassy and they said that RTD by itself needs a visa. If you have RTD with PR card, then no need for the visa.
