    No one will you give you back your PR status you've lost 11 years ago. They'll deny you entry if you don't have a visitor visa. You need to apply to a study visa if you want to study in Canada, where you do so doesn't really matter.

    I got my OHIP before my PR but I succesfully asked for a new one following my new status. You just need to go to at Service Ontario with your COPR. They have waived the 3 months waiting period due to the COVID situation.

    Job title is in lower NOC code while responsibilities are of a higher NOC code.

    You can still submit a "Letter of Explaination" in your PR application but dan is right, the job title doesn't matter. What matters is that the responsabilites of the NOC matches the responsabilites of your employment letter.
