No one will you give you back your PR status you've lost 11 years ago. They'll deny you entry if you don't have a visitor visa.

I got my OHIP before my PR but I succesfully asked for a new one following my new status.

You can still submit a "Letter of Explaination" in your PR application but dan is right, the job title doesn't matter.
What matters is that the responsabilites of the NOC matches the responsabilites of your employment letter.
