OINP is Ontario's PNP (Ontario Immigrant Nominee Program). If you meet their requirements you may apply for it after receiving a NOI (notification of interest). You may find out more on their official website ontarioimmigration dot ca (or just type OINP in google, it will be the 1st in search...
