Below is the response from IRCC to my query through IRCC Web form. Apparently, we are not supposed to try linking initial PR Card application to the online account.

I just called to check the status. Fortunately, they can see my application in the system. However, the agent mentioned that new PR Card applications cannot be linked to CIC Online account. From all the posts here, that didn't sound correct. Anyway, I didn't challenge her on that.

As per the FBI website, it should be on FD-258 form. Check: https://www.fbi.gov/services/cjis/identity-history-summary-checks As far as I know, you can do the fingerprints on your own on a white stock paper. Others have done it. You can check one of the threads here...

No. As far as I know, DOB is not a mandatory field in PCC. The US FBI Identity Check Report or the PCC from my home country doesn't have DOB in the PCC. However, it probably depends on the country and issuing authority.

Just to be clear. Fingerprinting on FD-258 is required only for getting an Identity History Summary Report from the FBI in the USA. If you have lived in the US, then you have to get your fingerprints on the FD-258 card and send it along with an application to the FBI to get an Identity History...
