If you change your SIN based on PR then you are no longer under work permit

If you spend 1 year in work permit it will help with your PR as you can come under Canadian Experience Class. Once you receive PR, 50% of your time spent in work permit will count as valid stay in Canada and will help in applying for citizenship.

When did you submit the photos?

Make sure your give your Birth Place exactly as in Passport including state.

I was advised to have the same NOC as work permit. Not sure on your case though.

Go by the NoC which is in your work permit if applicable.

So is it taking 3 months average time for new PR card to be printed and mailed ?

The only caveat being that if you will be able to apply for new H1B, get PERM , port I140 priority date, get I485 all under the same role in which you had initially obtained your first I-140.
