Yes. Its is possible. They can let go of the IELTS and other things, but they may ask you for a fresh medical exam since the last one is now expired.

If you medicals are expired, they most certainly can ask for another medical before issuing you OPR. Ottawa has ton more applications than Abu Dhabi but both are moving ahead now. Instead of holding applications, they are now issuing BVL, OPRs if DLI is in the list. Its just the matter of time...
