No, Visa is required for me, they stamped one time entry visa to my passport. The return envelop contained. Original passport with visa stamped 2 copies of CoPR (1 for immigration officer and another for ourself) some 2 pager instruction letter.

FYI, Once you receive PPR email, while copying the annex A details from the email body, ensure that bar code was also copied while printing the page. I noticed it was not copied, and i found out at the last minute for my case.
