    I don't know where that convention comes from. Pacific Time = PST from Nov to March and PDT from March to Nov PST is always UTC -8 and PDT is always UTC -7. (edit: typo) But I get it. Thanks.

    Regarding card activation: You do need to activate your card. However, the "activation" tab/button will not show up right after you finish and pass the interview. The tab/button only shows up after they mailed out the actual card.
