You can apply for EVisa, based on US Passport.....since you are in Canada, they might ask you some proof of Canadian residencey(for which you have a Canadian Citizenship to prove)

OCI is not mandatory. You can also use Visa to travel to India. Applying for OCI is your choice and you can do it immediately or after 1 year or may be 10 or never at all. For OCI and VISA you need to surrende the indian passport and also have Canadian passport and fill the relevant applications.

The BLS website is what you should check first. Once it says processing at consulate general, then you could use the the second website. Once the passport website changes to certificate printed, then you can start checking BLS website again.
