I believe "Yes", only if he/she is a "close relative" of the person he/she is sponsoring. Sponsoring 2 friends or 2 distant relative at the same time is not allowed... but sponsoring 2 close relatives is allowed... so, I believe sponsoring 1 friend and 1 close relative at the same time would be...
