Paying taxes is different from physical presence. If you have met the RO (amongs other requirements), you could apply. Current address cannot be both. You are not physically in two places at the same time.

If your trip is a foregone conclusion and you must travel, be armed with whatever document that will show your connection to Canada. It will certainly take some time on your way back, till the officer at the land border is able to verify your claim of citizenship.

You could also get a school record, which will have a photo of your minor child. We got one from Peel.

You cannot apply for surrender & OCI on the same day. BLS also needs to pay salary to their employees so have to fleece you with exorbitant courier charges, multiple trips, photo-rejection-scam etc etc.
