I never sent a webform before applying, only after applying so I did not receive instructions. The email they sent you is the same text that is on their website about the process of applying for an urgent RTD.

You are right, the instructions are unclear. I would recommend preparing and sending your application ASAP through courier and following up with IRCC through calls to flag it as urgent. That is what I did and received it in 3 weeks.
