For VV on new portal, some people have eligibility review updates and/or medical. The Visa office will be known in the BVL letter that comes before decision is rolled out.
I think just a handful. Most Sep files are cleared. I see current trends point to Mid Oct and beyond. Some Nov applicants are getting a quick decision too from what I see

Are you currently employed? How did your consultant demonstrate financial ability? you may want to check all this and reapply to give yourself a fair chance

well a PHAC means to issue a visa immediately as there is a grave situation. It was my friend who was in the hospital and is scheduled for surgery in a few weeks. It is appalling how they work on some files. It is what it is
I personally know someone who had a pHAC approval and used the crisis webform and received a refusal. So this whole thing is riding a lot on luck from what I perceive of it
