    Once you have your COPR your application is closed you can't withdraw it. If you don't want a PR just let your copr expire without landing. Once you land you become a PR. You spouse won't be a PR without her Landing.

    They charged you 50$ more than regular postal application. In person is always a scam as they will refuse your photo even if it's perfect and take a new one.

    Don't put an LOE in place of pcc. It's an auto reject. Check your application for any aussie addresses if any remove them.

    Go with both 1 and 2 if you have the money. The oinp 600 pts will be an insurance if in any case your pr app gets rejected for any reason. Otherwise just go with option 1.
