No you can apply anytime if your work permit expires within 4 months. Mine expires on May 7, thus I have already applied for a BOWP.

If CIC charged your card, that means you should receive AOR any day now, otherwise, they would have sent it back by now for incompletion. When you get your AOR email, submit an application to CIC for a bridging open work permit.
