    You know the rule regarding the PCC requirement and its up to you to decide when to apply really. Just keep in mind that if you decide to wait a bit longer so that the PCC isn't required as part of a complete application, it doesn't stop IRCC form asking for one during the processing.

    Google the writ of mandamus. There's a high chance the 1st step of the process is the last in case of a never-ending physical presence validation for someone with a very large buffer.

Did you apply with a sufficient buffer and IRCC is just letting your application gather dust, or did you apply with something like 1096...
