    Ah I had to look this up. You're right @Linka93. It says Don’t use staples, binders, plastic sleeves, folders or albums to submit your application. Elastic bands for photos or paper clips are acceptable.

    Where does it say that albums are not allowed? I've seen plenty of people file PR applications and who have used albums without problem. We sent in an album as well. Your description with the rubber band is very specific and is not mentioned in the document checklist.

    Unless of course you know it will take time to get police certificates from your country if origin, then perhaps you can look into the process. We sent our police certificate in with the application.
