I think it may be because your 30 days for BIL expired, and by default since they are not rejecting, it maybe doing that. Please do update if they waive off biometrics. Good luck

Did the CBSA officer not inform your partner that his stay was being limited when he entered? As said above, just apply online to extend his visitor status. He should state in the app that he is requesting the extension because he is submitting a sponsorship app and include the PR fee receipt...

Hi - Go head and apply for BOWP before your current WP/VISA expires. CIC will not be sending any other document or email. The AOR you have received after you have applied for PR via Express Entry should be enough to apply for BOWP. Good luck
