    And why couldn't we send in 2011, 2012, and 2013 once we get it? Obviously we are taking a chance on not making the cap but it's worth the try if we can get it soon. We are $2000 short on 2010 due to when my husband started his job and he's had two large raises since.

    What happens if you apply and the cap has been met? Do they return everything to you and not take the fees? We have to wait for DH's NOA for 2013 since DH didn't find work in 2010 until late January so we were $2000 short. Arg! I would really hate to wait another year to get the process started.
