And why couldn't we send in 2011, 2012, and 2013 once we get it? Obviously we are taking a chance on not making the cap but it's worth the try if we can get it soon. We are $2000 short on 2010 due to when my husband started his job and he's had two large raises since.

You can try. Although there is practically zero chance that the cap will still be open by the time you do get 2013 NOA.
Also its a gamble if CIC will accept it or not, or if they are only accepting 2010,11,12 NOAs to keep everyone on the same page with requirements.

Currently all received applications are placed in CPC-M mailroom in chronological order, someone estimated the quantity of packages in ballpark, based on a rough thickness of like 50 packages and the person counted the whole mailroom, there are like lower 2000 applications in there as of Jan 9 end of day.
Anyway, it's very rough estimates done by looking around the room and count the thickness of the piles, but at least you know currently the 5000 cap has yet filled, not even close.
Another rough estimate I heard is about couple hundreds applications received per day in average excluding weekends. The biggest hit was the first 2 days, and things get slowed down a bit this week.
I wish you all good luck (me as well, have my application in this Monday). For those who yet mailed the application to CPC-M, TAKE YOUR TIME to make the signature and other documents right, don't feel like a huge rush but the quality of document is the key, this is the advice I heard from the source.
I understand some of the hot discussions around fake signatures etc, the suggestion is if you happen to discover a trend of such fraud, don't hesitate to give CIC call center a ring to report, they have a fraud tip reporting option in their phone menu, as soon as CIC's aware of the trend of the signature fraud, they'll take actions to maintain the integrity and the fairness in order for those who take time to do things right. I printed my form in nov 2013 for my parents to sign when we went to the states. And there's no change on the form after that... Can I just send that form?

@dzm,

I doubt if it will work for u,as CIS has very clearly stated in its release that the applications on IMM forms uploaded on Dec 31,2013 shall be accepted. Therefore, it is advisable to submit application on the revised forms only.

I noticed they only updated 2 forms on Dec 31, and both of them don't need parents signature. ( I think they are financial evaluation and checklist). The rest of the form are the same after November 2013. That's why I'm wondering if I can be send the old form.

That should be fine. Just look on the bottom corner of each form, and you'll see the date/revision of that form. As long as it still matches the current one available on website then it's still the correct form to send.

Just a question. I wonder what can happen if the principle parent applicant who has dependant dies? Does the application continues for his wife and dependent daughter?

I believe that it used to be possible for the spouse to take on the role of principal applicant. I don't know the procedure however or if it's possible in this year's intake. This may only apply if the remaining parent is not a step parent... I can't remember what the rules are on that.
