I have a sibling who's a permanent resident in Montreal/QC, I am trying to immigrate to Vancouver/BC as a FSW through EE. Without my sibling the Come To Canada tool denies my eligibility. Does a sibling in a different province count?

I recently received my IELTS results (S7.5, L6.5, R6.5, W8). If I retake the exam and say I get (S6, L8.5, R8, W7), is it possible to merge both in my EE application to end up with (S7.5, L8.5, R8, W8)?

OK thank you for the clarification. Is this tool (cic.gc.ca/ctc-vac/ee-start.asp) accurate at all? Because according to it, I do qualify for express entry given the details I provided in my las post. It even gives me a code to use in my online application.
