But we have to select 2 options before submitting application for ID cards section. One option is can select as explanation letter , other option can I select "government issued ID card" and for that option can I upload birth certificate?
you could upload birth certificate. But there’s already another option to upload birth certificate, from what I can recollect.
You could re-upload the same explanation letter.

Hi, contact your region's FRRO by email. Let them know of your child's birth. They will most likely ask you to apply with child's Canadian passport. Ask them specifically about the way to avoid the penalty. If you need to talk further, leave your number in DM.

I wrote a letter that says roughly:
"our lives are in Canada. we came to India just for delivery. Now we want to go back and restart our lives -- like jobs etc."

Hi I want to give my baby in India. My husband is Canadian citizen and I am a PR holder. Due to limited resources I want to give birth in India. What is this all process I have to go through? After baby birth does baby get Canadian citizenship?
Your husband would have to complete certain forms for the newborn, book an appointment and submit the forms to the nearest Canadian high commission:

Btw, what do you mean limited resources? Time or money or family support? There are other complications such as whether newborn use Canadian passport or Indian passport to exit India.
