Did you apply online? if so in which section of the application did you add the cover letter, is it under "optional information" at the very bottom?
I suspect the issue is not whether she was physically in Canada during that period (as it can be easily verified by the CBSA travel history report), but how the eligibility days should be calculated during that transition period (visitor to open work permit etc).
I thought visitor and open work permit were the same thing in terms of eligibility calculation, they should be treated as half days (as temporary resident days), unless they recently updated the rule and disallow us to use visitor days.
Yeah at the very end where it says optional information, i chat with IRCC and they said the visitor days still counts, i also called to verify before applying and got the same answer that it counts as half days and we counted it as half days. But i know people got the application returned because ircc couldn't verify the days before PR something like that. She came during covid so there was a lot more at the airport(mandatory hotel stay, covid test at airport then one more after a week or so, then there was a special permission she got from ircc to travel because border were closed at the that time) i hope they have all this amd can confirm because sometimes they are just plain stupid, that's what I'm worried about

IRCC has 3 divisions, the one we are dealing with is the "C" for "Citizenship" and the one they can't verify with is the "I" for "Immigration", I guess maybe there are even more sub-divisions and they don't always talk to each other that's why it's best to simply pass the burden to applicants.

Yours was returned aswell, what did you included when you resubmit it, if I'm not mistaken they returned because can't verify days before PR.
My wife is almost on the same boat so wanna be prepared before hand

Hi, I attached the following:

1. Copy of visit visa
2. Copy of my entry stamp by CBSA when I first entered Canada
3. Boarding passes showing the dates I entered Canada
4. My visitor record application confirmation which shows I applied for it before going out of status
5. My approved visitor record
6. My eCOPR which shows the last entry date into Canada until I became PR
7. A copy of my complete passport showing all entry-exit stamps into Canada which show I never left till I became a PR

Are these unique requirements for visitors during covid time?

Is my understanding correct that item #6 by itself should be sufficient to prove that you never left?

No, the visitor record is to extend the visit visa if you stay beyond 6 months. It makes sure I was never out of status in Canada before I became a PR.

Is my understanding correct that item #6 by itself should be sufficient to prove that you never left?
In my case, it was important to provide proof that I applied to extend my visitor status and that it was approved. This shows that I was never out of status during the eligibility period. The eCOPR only confirms my entry date into Canada but does not verify whether I was on maintained status. Also, with IRCC, I believe it's best to provide as much valid proof as possible.

I mean they can easily confirm all of this info with CBSA but seems like if you use any visitor days in your physical presence calculation, the onus is on the applicant to prove they were actually in Canada. IRCC doesn't bother to do any verification on its own.

I think she don't have boarding pass but she have mandotary hotel bookings and then covid test detail at the airport, and she applied for open work permit while still on status, and when you said complete passport that means every single page of passport? I think i have all this so incase it got returned i will submit that hopefully you will get your AOR before that.

In our case we applied for inland PR (spouse) and open work permit together in the same envelope. I received confirmation that we received your PR application nothing about work permit but received work permit after 2 months and it says on work permit that status maintained. Hopefully they will accept that.
Also fingers crossed that hopefully they won't return it

Yeah, don't worry be as thorough as possible with your proof and LOE. They'll accept your application and send AOR.

Yes, I attached all documents with one 1 letter of explanation so it was counted as one file. I attached a copy of my entire passport as another file.
