Yes it does. Quebec has its own admission quota for protected persons which is much lower than that of the rest of Canada, causing most filled to be rolled over. Hence processing times are much longer, which is now reflected on IRCC's website.

To be fair they might need to explicitly ask IRCC to change their office. The federal civil service is well-known for being overworked and underpaid.

I’m considered a Québec applicant just because I reside in Québec. Just like I were considered an Ontario applicant when I was living in Ontario. CSQ is a pre-condition for living in Québec. If one doesn’t intend on living in Québec they don’t need a CSQ.

Made a typo, sorry. I became a Protected person and applied for PR in Ontario. And then I moved to Québec while my PR is still in processing. So my file was transferred to Montréal and IRCC now considers me a Québec applicant. Although originally they considered me an Ontarian one. I suspect...
