Spousal sponsorship

Hello everyone,
Question: My friend’s spouse is a US green card holder. They have a baby together. She wants to sponsor him as he is currently studying and will be finishing his studies in August 2022. He will be getting his US citizenship in a month March 10, 2022. She is wondering if she can sponsor him for outside Canada when he gets his citizenship in March or to wait till he finish his studies in August in which case he will be moving to Canada and they do spousal sponsorship application from inside Canada. She can sponsor him now, or send in the application in March (will take some time to prepare anyway), or wait and do from within Canada. Advantage goes to applying earlier, usually.

Note, he'll need passport to apply. Doesn't need to be US passport.

Thank you so much for the feedback. That’s exactly what I thought!! Waiting for him to finish his studies till August isn’t the best option.
