Yeah, for once the IRCC processing time's loop will be beneficial. You'd have chunks of 3-4 months until your application is processed and hand on heart, you have to hope that you get an invitation.

that is true, however, remember that if your work permit is expired -- even if you get an invitation, you would not be eligible for a BOWP as thats an extension to a valid work permit
You can apply for BOWP while on maintained status I think. So technically you could apply for it as long as you haven’t gotten the original work permit extension application rejected.
yes, you both are right. We can just attach the AOR along with current work permit extension application, afaik.
And in case it gets rejected and you have already applied forvisitor record, you’d move into it and then I have seen people apply for BOWP from the visitor status too and have gotten approval but this was before covid so, eh idk

You can apply to extend PGWP but it will be refused. Current processing time is 4-5 months. While waiting for the decision you can continue to work. You get to benefit from processing time loop because you can continue to work during this time but you will have a refusal on your name.
I wouldn't call this PGWP extension. It's applying for BOWP without an AOR - a situation that IRCC will be aware of because they paused CEC draws. Although such application will eventually be denied, but it gives you time to keep working until a decision is made which is not illegal. Many PGWP holders live from paycheck to paycheck and might be homeless without a work permit, some are not even able to afford tickets to fly back to their countries, some have found their dream jobs and are worried about losing it.
The immigration minister should have known this or maybe he just HATE immigrants.

IRCC Pause on the CEC draws is more than a good reason for changing your status to visitor visa.
yes and that is why a work permit extension policy is the best thing that government can do right now.
I don’t think they will have any updates at the current moment. PGWP Extension takes anything from 4-6 months currently. Best is that this will provide a time loop that they can use to continue working while hoping for a draw to happen before the decision is made. In this case if they received the ITA, they can use the AOR to apply for the BOWP.
IRCC has not come up with any policy about extending PGWP for people who permit are expired/expiring. If you apply to extend your PGWP due to no CEC draws it will get refused in 4-6 months time. However you can continue working until the refusal decision is made after which you can restore your status.
